Section 10 – Adaptation planning

To be socially, environmentally, and financially resilient to a warmer, wetter, and wilder climate, culture must adapt. This section of the survey is all about adapting to the impacts of the changing climate rather than emissions reductions.

10.1. What impact has the changing climate had on your organisation in the past year?

Please describe any specific impacts that your organisation has faced as a result of Scotland’s changing climate. Examples of impacts include event cancellations, travel disruption or damage of property.

Reason for question

Understanding the impacts of a changing climate on your organisation is often the best way to begin thinking about adapting.

This question allows you to do just that. It will also give us a wider understanding of the real impacts that you are facing that we will contribute to national and international studies on climate impact.

10.3. Does your organisation have an extreme weather action plan?

An extreme weather action plan outlines the immediate practical steps your organisation will take if events or activities are impacted by extreme weather such as flooding, heatwaves or storms. This differs to an adaptation plan – an adaptation plan is a future looking plan of the steps you will take to make your organisation more resilient to the changing climate. An action within this adaptation plan could be to create an extreme weather action plan.

This doesn’t need to be a stand alone document; it could be part of a wider event planning process or part of your wider adaptation plan.

Answer ‘Yes’ or ‘No’ as appropriate.

This is a mandatory question for all organisations that it is shown to.

If you select ‘Yes’ in this question, you will be shown 10.3a.

This question will not be shown for organisations with less than five FTE staff to reduce the reporting burden.

Reason for question

Creating an extreme weather plan prepares your organisation in the event of a cancellation or alteration as a result of extreme weather. With extreme weather more frequent and more extreme as a result of the changing climate, measures like this are more important than ever.

We are interested to know whether organisations have these practical plans in place to identify if there is a need to support the creation of these plans over the next year.

10.3a. Please briefly outline your plan.

An extreme weather action plan outlines the practical steps your organisation will take if events or activities are impacted by extreme weather. This differs to an adaptation plan – an adaptation plan is a future looking plan of the steps you will take to make your organisation more resilient to the changing climate.
This doesn’t need to be a stand alone document; it could be part of a wider event planning process or part of your wider adaptation plan.

10.4. Does your organisation have a climate adaptation plan?

Having an adaptation plan acknowledges that the climate is already changing and that the pace of climate change will create new challenges and opportunities for cultural organisations.

We are interested to know whether organisations have an adaptation plan so that we can continue to provide the appropriate guidance on adaptation.

10.4a. Please describe the actions you will take as part of your adaptation plan each year for the next three years.

This is where you write the contents of your adaptation plan, broken down by year.

Please include all information that you think is relevant so that we can fully assess your plan and can provide relevant feedback.

Please write your answers in the three text box provided. There is a 1000 character limit per text box. For organisations with less that five FTE staff, the answer space will show as one box for all three years rather than being split into three.

You will see this question if you select ‘Yes’ in 10.4 and you have indicated staff numbers in 1.6.

To be socially, environmentally, and financially resilient to a warmer, wetter and wilder climate, culture must adapt.

We want to understand the actions that your organisation is planning to implement to adapt so we can provide support and feedback to help you deliver them.

Breaking down large actions into smaller year-on-year actions/tasks makes them more achievable. It is also easier for you to hold yourself accountable across a shorter time frame.

This also gives us a better understanding of your delivery plan in order to offer more tailored support and feedback.

We ask for information from 2026/27, 2027/28 and 2028/29 because we want to focus on actions being done now and in the immediate future.

A long-term plan is also useful, but we won’t be asking for its details here.

10.4b. What provisions will be made to ensure these actions or projects not only make your organisation more resilient to the changing climate, but do so in a way that ensures fairness and equity?

Climate justice is a term that describes how we must respond to the fact that the impacts of and responsibility for climate change are highly unequal. Those who are worst affected by climate change are the poorer and more disadvantaged. These are generally those who have contributed least to the greenhouse gas emissions that cause it. In Scotland this often includes working class people, disabled people, ethnic minorities and others.

Here, we are looking for an understanding of climate justice issues and how the actions you have proposed in your adaptation plan consider the impact on marginalised groups. How do your actions work towards a better world, not only for the planet, but people too? Consider: ensuring vulnerable audiences can still access services during extreme weather, protecting outdoor workers from heat, ensuring adaptation doesn’t disadvantage low-income groups, community benefit from adaptation measures.
